The North Barstow Business Improvement District is one of downtown Eau Claire’s most vibrant and fast-growing areas. Centered along the riverfront and home to the Eau Claire Downtown Farmers Market at Phoenix Park, the district has become a lively hub for shopping, dining, and community gatherings. In recent years, the BID has reinvested funds back into the neighborhood through its Beautification Grant program, supporting façade improvements, new public art, and multiple murals that brighten and unify the area. With continued investment and collaboration among local businesses, the North Barstow district is helping shape a more welcoming, creative, and connected downtown.
