Money for new parking ramp's fourth deck to come from general fund

The bottom three levels of a new downtown parking ramp will be paid through taxes on new nearby buildings, but the fourth level will be part of all Eau Claire residents' property tax bills.
In an 8-3 vote Tuesday, the Eau Claire City Council approved adding the top level to the ramp at a cost of $2.2 million, which will come from the city's general fund - not Tax Increment Financing District No. 8.
"We would outgrow this ramp very soon if we left it at three levels," Councilman Catherine Emmanuelle said as she voted in support of the addition to the structure currently being built along North Barstow Street.
A reversal from her vote two weeks ago on the ramp's size, Emmanuelle's decision on Tuesday was crucial as a two-thirds majority of the council was needed to change the city budget.
